Shannan Starling is a Level III certified program manager with over 30 years of proven leadership capability in the U.S. Air Force, Department of Defense (DoD), and Missile Defense Agency (MDA). She established Astra Solutions LLC, a Service-Disabled Veteran Woman-Owned Small Business (SDVWOSB) in 2020. She has decades of demonstrated program management experience in challenging and demanding leadership roles for operational and developmental weapon systems. She is an expert in executive level planning of major weapon system acquisition programs. She is skilled in the planning, budgeting, management, system development, design, testing, fielding, and deployment of DoD, Missile Defense, and Air Force Command and Control Systems. Ms. Starling facilitated the first MDA integrated plan and schedule across the entire Ballistic Missile Defense System (BMDS) by synchronizing 32 systems to one critical path. She directed a multi-functional planning effort to reduce Program shortfalls in the budget saving MDA $2 billion. She is well-versed in applying DoD acquisition and life cycle management policies and has a proven ability to employ qualitative and quantitative analysis and evaluation techniques. Throughout her career she has demonstrated an innate ability to effectively solve problems in high stress and critical situations. She builds high-performing, loyal teams to execute any mission.
