Shannan retired from the U.S. Air Force after 23 years of service, with a wide range of duty stations and operational deployments. She then supported senior leadership at the Missile Defense Agency (MDA), resolving system-level integration issues across its $9 billion Missile Defense System program.

In 2015, she joined Intrepid LLC, rising to Vice President of Strategic Initiatives and leading capture and solutions for MDA, PEO Missiles and Space, PEO Aviation, Space and Missile Defense Command, and other commands. She left Intrepid in early 2020 to establish Astra Solutions LLC, a service-disabled veteran woman-owned small business, and pursue her long-standing goal of building her own company.

A Level III-certified program manager, Shannan has decades of experience in demanding leadership roles for operational and developmental weapon systems. Her expertise includes executive-level planning of major weapon-system acquisition programs and the planning, budgeting, management, development, design, testing, fielding, and deployment of DoD, missile defense, and Air Force command-and-control systems.

She facilitated MDA’s first integrated plan and schedule across the Ballistic Missile Defense System by synchronizing 32 systems to one critical path. She also directed a multifunctional planning effort to reduce program budget shortfalls, saving MDA $2 billion.

Shannan applies DoD acquisition and lifecycle management policies alongside qualitative and quantitative analysis. She is experienced in solving problems in high-pressure, critical situations and building high-performing, loyal teams. Her work reflects a strong commitment to exceeding customer requirements and expectations.

Before joining Astra, Doug spent nearly a decade at Lockheed Martin as a Software Architect and Lead Software Engineer supporting ballistic missile defense and integrated air and missile defense programs. He led engineering teams, built products from concept through fielding, and delivered mission software across design, planning, tasking, development, integration, testing, deployment, training, and sustainment.

Doug has taught operator training courses directly to warfighters and performed onsite system integration across the United States, Europe, and the Middle East. He specializes in secure, mission-critical enterprise architectures for on-premises and disconnected environments. He is based in Colorado Springs, Colorado.
